From 1953 to 1973, the CIA conducted illegal experiments on American and Canadian citizens — administering LSD, hypnosis, and psychological torture without consent.
Director Richard Helms ordered the destruction of files in 1973. The program only became known because of a misfiled cache of 20,000 documents discovered in 1977.
